On December 14, 2007, the Centers for Medicare & Medicaid Services (CMS) issued Change Request #5846, announcing the Supplemental Security Income (SSI)/Medicare Beneficiary Data for Fiscal Year 2006 applicable to:
- acute hospitals reimbursed under the inpatient prospective payment system (IPPS)
- inpatient rehabilitative facilities (IRF), and
- long-term care hospitals (LTCH).

CMS identifies these latest SSI files as 2006 (or 2005–2006 in the case of IPPS), since this data will be used to settle the IPPS disproportionate share hospital (DSH) and IRF low income patient (LIP) add-on payments for cost report periods beginning in federal year 2006 (i.e., years beginning between October 1, 2005 and September 30, 2006). Under LTCH-PPS, the short-stay-outlier (SSO) policy considers an amount that would otherwise be paid under IPPS (termed IPPS comparable amount). The calculation of the IPPS Comparable Amount includes an adjustment for the costs of serving a disproportionate share of low-income patients, where applicable, which utilizes SSI data.
The 2006 SSI ratios will also be used for interim DSH and LIP claims payments for discharges on and after January 4, 2008. The National Government Services Medicare Audit & Reimbursement staff will be entering these updated SSIs in the Fiscal Intermediary Shared System Provider Specific File effective with discharges January 4, 2008.
